How to Apply for a DSU and ISEE for Student Benefits

How to Apply for a DSU and ISEE for Student Benefits

You have been told that a cheaper tuition band, a regional scholarship or a subsidised dorm room is within reach, as long as you “just get your ISEE”. Then you discover the DSU, the CAF, the INPS portal and a pile of documents from home, and nobody explains how they fit together. This guide walks international students through applying for a DSU and an ISEE, step by step.

What the DSU and ISEE Actually Are

The first time I heard these acronyms, I thought they were two different applications. They are really two halves of the same process, and once that clicks, everything else becomes much easier.

The DSU: Your Self-Declaration

The DSU, or Dichiarazione Sostitutiva Unica, is a standard self-declaration in which you describe your household: who belongs to it, what income everyone has, what property and savings they own and where you live. You sign it as a sworn statement, which means false information can have serious consequences, including losing the benefit and having to pay it back.

The ISEE: The Number Calculated From It

The ISEE, or Indicatore della Situazione Economica Equivalente, is the indicator that the national social security institute, INPS, calculates from your DSU. It combines your household’s income and assets and adjusts them for the size and composition of the family. The result is a single figure that universities and regional student aid agencies use to decide which tuition band you fall into and whether you qualify for benefits.

Which ISEE Students Need

There are several types of ISEE, each designed for a particular benefit. For university, you need the version for benefits related to the right to university education, usually called “ISEE per il diritto allo studio universitario” or simply “ISEE Università”. When you apply, make sure the CAF or the INPS portal is producing this type, because a standard ISEE may not be accepted.

Students whose family income and assets are entirely or partly abroad usually cannot get a normal ISEE, because Italian databases do not contain foreign data. Instead, they apply for the “ISEE parificato”, an equivalent indicator calculated by a CAF that has an agreement with the university or the regional agency. I cover that route in its own section below.

What the ISEE Can Unlock

Benefit Who usually offers it What the ISEE is used for
Reduced tuition fees Your university Placing you in a contribution band
Regional scholarship (borsa di studio) The regional right-to-study agency, often called DSU, ERSU, ESU or ADiSU depending on the region Checking whether you are within the economic limits
Subsidised accommodation The same regional agency Ranking applicants for residence places
Canteen discounts The regional agency Setting the price band for meals
Other grants Universities and local authorities Assessing financial need

The economic limits for each benefit are set by each region and university and can change between academic years, so always check the call for applications (bando) of your own institution. Before You Start: Documents and Key Decisions

The application itself is not hard. What slows students down is missing paperwork and uncertainty about which household they belong to.

Your Codice Fiscale and Digital Identity

You cannot submit a DSU without an Italian tax code, the codice fiscale, and neither can the household members included in it. If you do not have yours yet, start there, with How to Get a Codice Fiscale in Italy (and Why You Need One).

If you want to file online yourself, you also need a digital identity to log in to the INPS portal, such as SPID, an electronic identity card (CIE) or a national service card (CNS). For most international students, SPID is the most practical option, and SPID and Digital Identity for Italian Tax and Services explains how to set it up. If you go through a CAF instead, you do not need a digital identity, because the CAF submits the DSU for you.

Which Household Counts

For the university ISEE, the starting point is usually your family of origin, meaning your parents and anyone else in their household, even if you live in another city or country. You can only be treated as an independent student, with your own household, if you meet specific conditions set by the rules, which relate to living separately from your family for a minimum period and having enough income of your own. If you are not sure whether you meet them, ask the CAF or the student aid office before you start, because declaring the wrong household is one of the most common reasons for an ISEE being rejected.

Gathering the Information

The DSU asks for income and assets for reference periods defined in the rules. Rather than guessing which tax return or which account balance you need, follow the checklist that your CAF or the INPS instructions give you; they state the exact reference period for the declaration you are filing. In general, you will need:

Information Typical documents
Identity of every household member Passports or identity cards and codici fiscali
Address and housing Rental contract or details of property owned
Income Tax returns, payslips or certificates of income for the reference period
Bank and investment accounts Statements showing balances and average balances, as requested in the instructions
Property Land registry details for property in Italy, or valuation documents for property abroad
Vehicles Registration details of cars and motorbikes
Disability, if applicable Certificates of disability

If your parents work or pay taxes outside Italy, their tax documents from home will be part of this file. American families are a typical example: if your parents file US returns, a service such as Taxes for Expats can help them prepare those returns, and the finished forms are what you will translate and present. For the US side of living in Italy yourself, Filing US Taxes From Italy: Which Forms You Actually Need is a good starting point.

How to Apply Step by Step

There are two standard routes for students whose household data is in Italy, plus the separate route for students with family income abroad.

Option One: Through a CAF

A CAF (Centro di Assistenza Fiscale) is an authorised tax assistance centre. Filling in the DSU at a CAF is normally free of charge for the citizen, and it is the route I recommend for a first application.

  1. Find a CAF near you. Many universities list CAFs they work with, and some have desks on campus.
  2. Book an appointment by phone or online and ask which documents to bring for a university ISEE.
  3. Bring the documents for every household member, plus your codice fiscale and identity document.
  4. The CAF operator fills in the DSU with you and asks you to sign it.
  5. The CAF sends the DSU to INPS electronically.
  6. INPS calculates the ISEE and makes the certificate available, usually within a few working days. The CAF can print it for you.
  7. Check every figure on the certificate before you upload it anywhere.

CAF appointments are often in Italian. If your Italian is still basic, a few focused lessons with an online tutor on a platform like iTalki can help you prepare the vocabulary you will need, such as “nucleo familiare” (household), “reddito” (income), “patrimonio” (assets) and “giacenza media” (average balance).

Option Two: Online Through INPS

If you have SPID, CIE or CNS, you can file the DSU yourself on the INPS website.

  1. Log in to the INPS portal with your digital identity.
  2. Open the ISEE section and choose whether to use the pre-filled DSU (ISEE precompilato) or the ordinary one. The pre-filled version imports income and some financial data from tax and banking databases, which saves time and reduces errors.
  3. Confirm the household composition and the type of ISEE you need.
  4. Check the pre-filled data and add anything that is missing, such as property or vehicles.
  5. Submit the DSU and keep the receipt.
  6. Download the ISEE certificate once INPS has calculated it.

The online route is fast if your family’s data is in Italian systems. If anything is unusual, such as a parent living abroad, the CAF is safer.

Option Three: ISEE Parificato for Foreign Family Income

If your family’s income and assets are abroad, you will most likely need the ISEE parificato. The process differs a little between universities and regions, but it usually looks like this:

  1. Read your university’s or regional agency’s call for applications to see which CAF is authorised to issue the ISEE parificato and which documents it requires.
  2. Collect the documents from your home country covering family composition, income for the reference period, property and financial assets.
  3. Have them legalised or apostilled and translated into Italian, as required. The requirements for official translations are covered in How to Get a Sworn (Giurata) Translation for Italy.
  4. In some countries, documents must be issued or certified by the Italian embassy or consulate instead. Check the list in your call for applications.
  5. Book an appointment with the authorised CAF and bring the originals.
  6. The CAF calculates the ISEE parificato and issues the certificate.
  7. Upload or submit it to the university or agency before the deadline in the call.

Collecting and translating documents from abroad takes far longer than you expect. Start as soon as the call for applications is published, or even before.

After You Receive Your ISEE

Checking for Errors

When the certificate arrives, look at the household members, the income and assets and any notes INPS has added. Sometimes the certificate carries “omissioni o difformità”, meaning that the data you declared does not match what INPS found in its databases. In that case, the ISEE may not be accepted until you correct the DSU or provide supporting documents, so go back to your CAF straight away. If the problem involves a parent’s foreign tax return, ask whoever prepared it, such as Taxes for Expats for a US return, for a complete copy of the filed forms so the CAF can check the figures again.

Submitting It to Your University

An ISEE certificate is not automatically sent to every university. Many universities retrieve it from INPS after you give consent in their student portal, while others ask you to upload it. Either way, you must usually also complete the university’s or agency’s own application within its deadlines. Missing those deadlines is the most painful mistake: a perfect ISEE does nothing if you did not apply for the benefit in time.

Validity and Updates

An ISEE is valid for a limited period, and the rules on validity and renewal can change, so expect to repeat the process for each academic year. If your family’s situation changes significantly, for example because a parent loses their job, ask the CAF about an updated “ISEE corrente”, which can reflect the new situation.

Common Mistakes to Avoid

Mistake Better approach
Requesting a standard ISEE instead of the university type Ask specifically for the ISEE for university right to study
Declaring yourself as an independent student without meeting the conditions Check the conditions with the CAF or student aid office first
Leaving foreign documents to the last minute Start collecting, legalising and translating as soon as possible
Uploading the certificate without checking it Review every figure and any notes about discrepancies
Forgetting the university’s own application Submit both the ISEE and the benefit application before the deadlines

Final Thoughts

Applying for a DSU and an ISEE comes down to a few steps: get your codice fiscale, work out which household counts, gather the documents for the reference period your CAF or INPS specifies, file the DSU through a CAF or online, and check the certificate before submitting it to your university or regional agency. If your family lives abroad, plan for the ISEE parificato and start early with legalisations and translations. Do it carefully once, and you will find the next year’s renewal far less intimidating.
